How to apply J1 waiver after returning to India??

Hai,

I had a j1 visa through my company for on the job training for 1 year.i had returned back to India 5 months back and twp year home country rule does apply to my visa.It would be helpful if you could explain the process/procedure to apply to get NOC.if the process exists is there anything my company can do that or can i apply directly?your reply will be really helpful.
