labor Cert rejected once

Please can anyone let me know you if we can reapply  labor cert. with same employer if its  rejected before for once.

What's the reason for rejection?

Reason for the denial was if i was that necessary candidate required for the employment for which my employer was not successful in answering. 

 

And also currently im on h1b extension which started sept 2013 and it expires on july 2016.

my employer has reapplied for labor again this year. 

 

Im in dilemma whether to change the employer this year and file the labor next year agian in the worst case scenario..
