Prior approved H1B and its validity

H1B petition was approved in 2007 but was never stamped.  Can the old approved H1B petition be used now?? If so what is the process

 

Just as FYI do note that I posses valid L1 visa now and thought assume it will not have any impact.  Additional question is that can an individual have L1 and H1B visas at the same time??

An employer can file a cap exempt H1B petition anytime and you will get 6 years - time spent in US on L1.

It's been 5 yrs, I guess that 797 should be expired by this time. Your new employer can file H1 under cap exempt.

And yes, a person can have both H1 and L1, but can enter into US only on ONE status.
