Confused with arrival F1 ,H4 status

My wife has H4 visa but right now in India, She got admission(I-20) into masters which starts in September. She would like to pursue her studies in F1 as it would give her a opportunity for on campus job or assistance-ships. 

 

She wants to come to US this June, But one of the college websites say that she cannot enter US before 30 days of college start date.

 

The question i have is as she already is on h4 can she get f1 stamped and them enter on H4?

Are there any other options? Please Let me know

Option 1:

If your wife has valid H4 visa stamped then she can enter into USA at any time.

She can enter into USA on H4, as soon as she comes apply for Change of status to F1 and at the same time study on H4.

If Change of status is approved she can then study with F1 status.

Till then she can not accept any assistance-ship or on campus job etc.

Option 2:

while in india, Your wife can apply for F1 visa and get it stamped from consulate in India.

Now she can enter with F1 status but i think she can not enter USA before 30 days of the college start date.
