Had H1B earlier, but did not travel. Can I use it, for new?

I had H1B stamped in Nov-08, and got ended in 2010. Can I use the same visa now to extend? or any other alternates I can use the expired visa?

An employer can file a cap exempt H1B petition anytime and on approval you can travel to US with a valid H1B visa and I797.
