Dropbox process

Hi everyone. I feel its very unfair that some one who has gone though the admin check is not qualified for the Dropbox process. 

 

 

 

--->> My prior visa is not annotated “Clearance Received” or “Department Authorization”.

 

Since I received a administrative check during my last visa stamping- I  have Clearance Received  annotation on my Visa. So I am not qualified for the Drop-Box procedure. 

 

My concern or question here is - why some one who has gone through a admin check (which is supposed to be double checking everything ) and got approved visa is not qualified for the process? I feel, very strongly, that the one who got first time admin check and received visa is more qualified for this process that some one who didn’t go through the admin check process. 

 

Does this make sense? Is there anything we can do?
