Apply for H1B visa on F1 Visa, before completion of MS course

I am pursuing my MS from a xxxxx University not yet completed my First Semester, now that an employer sponsered me for H1B visa this April 2014 and filed a H1B petition.

 

My questions are:

 

- Can my employer apply for H1B visa for me while I am on F1 Visa

 

- If H1B petition is successful, can I opt for COS F1 to H1B and complete the MS program as part-time.
