Need info in applying H4 visa not from base country

Hi All,

 

Basically I am an Indian, working in Mexico for Employer A.I have stamped H1B visa( valid till sept 2014) and Would like to know whether can I apply H4 visa for my wife in US embassy which is in Mexico or do we need to travel back to India to get the H4 visa stamped?

I believe if it is the first time then your wife has to travel to India to get her H4 stamped.
