Unused H1B , Consular , transferring to new employer

Hi 

Currently I am working on L2 EAD. And current employer " A "is filing an H1B (Consular) (No COS).

What if I need to accept an offer  from Employer B, say somewhere in June, will employer "B" be able to  file  new COS  H1B application   ?

 

(Of course assumptions made is, my H1B get thru lottery this year).

 

What happens if I leave  Employer "A" even before I get H1B receipt ?  Will still employer "B" be able to file an H1B COS petition ?

Only if H1B petition with employer A is approved employer B can file a cap exempt H1B petition based on that.
