I am on a J1 research scholar visa. I am looking at a prospective job offer from another university and would like to apply for a J1 transfer from my current employer. My current J1 is valid only till March 31, 2014. Can I apply for a J1 transfer during my 30 day grace period?

I believe yes. But, you have 2.5 working days of validity. If you have a job offer then ask them to start immediately.
