Getting an OPT extension after not a getting a masters degree for the first time.

 I did masters in a university, i got a GPA of 3.0 in my courses but i didn't get a degree because i wasn't able to pass our comprehensive exams. I got my first OPT  as i applied it in my last semester but afterwards i came to know that i'm not going to get a degree. I am doing a job now in OPT.As it is going to expire now, i have to join another university to remain in the status. I'm going to join another university and will complete the masters there.Now, can i get my OPT extension with my degree at the second university??. Please let me know.
