Lost my son's PIO card in US..please help

I lost my son's PIO card in the US....last used his PIO card when we travelled to India back in 2011. Did not realize we lost it until after I booked our tickets to India in May. I don't have a copy of his old PIO card either. I went to local police precinct to file a police report, but they are asking for proof from Indian consulate that he indeed had one. Nobody is picking up phone calls in the consulate and I could not reach a representative to answer the phone in BLS visa service despite holding for over 30 mins. Can someone suggest me what I need to do now? Should I apply for his Indian visa instead? I am running out of time. Please help.
