First time stamping H4 to H1B in Canada without US degree

Hi,

For first timers H4 to H1B without any US or Canada degree and have gone or going to Canada for H1B stamping.

 

According to Ottawa consulate, they don't entertain people who don't have US or Canada degree. And it is recommended to go to home country.

Apart from following recent experiences, are there any other who have successfully completed H1B first time stamping in Canada (without US or Canada degree), then please let us know.

Please note we are not discussing about Jamaica here.
