Urgent help needed h4 visa interview.

Hi,

 

6 yeras back me and my husband together attended H1 and h4 visa interview and VO issued 221(g) to my husband asking for more documents. Due to recession, employer didn't provide the documents given in the 221 (g).

 

 

Last year my husband went to USA from different employer. Now I am planning to apply for h4 visa. 

 

Now my question is what I need to answer for below question while filling ds-160

" Have you ever been refused a US Visa".

 

 please let me know whether i need to answer "yes" for the above question.
