H1B withdrawal last year can same employer file for H1B again

My Employer filed for my H1B last Year but due to some documentation not being available we couldn't reply back to RFE in time and Employer withdraw case a day before the last day of RFE reply. 

 

so the question being can this same employer file for new H1B this year for same position since we have all documents in place now. or they can;t apply since they withdraw last year?
