Applying h1b to h4

I am on h4 now and i am planning to go to india in march and aslo i am planning to file h1b in april 2014.

what happens when i come back in june - 

1. can i come back on h4 and change my status to h1b after october 1st.

2.do i have to go out of the country to change my status to h1b.

 

please help me to understand my situation.

1. Yes. Employer files for COS from H4 to H1B and pay H1B fees again.

2. This is the other option available if employer does not want to file COS.
