I have done an online Masters of science degree from California State university and I am on H4.

I was not eligible for F1 or OPT.

Am I eligible for advanced degree exemption cap (20,000) for fiscal year 2014?

When can i apply for my H1B?

CalState is a public university, so yes, a degree from them would qualify for the H1 Advanced Degree quota.

An employer can file an H1 petition for you from April 1 on.

Yes you are eligible for cap exempt. But you won't file for your H1, you employer has to.

So, does this mean that employer can apply for the H1b any time after April this year but I can start working only after october 2014.

Note that the advanced degree exemption is only for the first 20,000, and it is likely that number will be reached in the first week of cap filing. It is advisable for you to have the H-1B petition filed no later than April 7 (receipt date at USCIS).
