Fill DS3035 and submit it to DOS with relevant documents. Approach the Indian consulate with 3 NORI certificates along with DS3035 application confirmation page. You will be give a single NOC by Indian consulate. They will forward it to Indian embassy with DS3035 confirmation page. From Indian embassy a final NOC would be issued and forwarded to DOS. Once DOS considers it favorably it would send its opinion to USCIS and you would receive a copy too. Final waiver would be provided by USCIS. Your waiver application with NOC from Indian embassy should be at least with DOS before a H1B petition could be filed. Link to comment
