H1B transferred to new employer 'A' and got an RFE. Can I transfer to new employer, while it is in processing?

Got an RFE after applying for H1B transfer with employee A.

Employer is not responding properly and not sure, when is he going to answer the RFE.

Can I change it to new employer now?

Are you still working for current employer or employer A? If current employer then a new employer can file a cap exempt H1B petition. If you have joined employer A then new employer's H1B petition would be considered as bridge petition.
