On H4 after 6 yrs of H1B. COS H4 to F1 and PERM processing

I have 2 months left on my 6 yrs H1-B that can be recaptured.

 

I am currently on H4 (dependent on my wife’s H1-B.

 

I have received acceptance into a US MBA program that starts in Oct 2014. 

 

I am trying to decide whether I should start my PERM now. 

 

(1) While I am on F1 can we apply for PERM ? and I-140? Or 

(2) Should I apply for PERM first and while it is being processed apply for F1 ?

(3) What are my employment options after completing my education in US on F1 OPT/ H1-B ( given that I have 60 days left on H1b that needs to be recaptured)
