Any suggestions, regarding any consulate that usually had a faster administrative processing timings ?

All consulates are one and same, they follow same rules. 

I don't understand why your attorney(?) told you not to go to India.

Your best bet is home. If you are not convicted of Theft, you dont have nothing to worry. Disorderly conduct will not fall under CIMT, but the consulate may take more time and its advisable to go to your home country. Unles you have money and stay in a hotel, its good to Jamaica or Tijuana or ottawa too.
