H4 to F1 Change of Status in last Semester

I am new to this forum and need your help to understand my query. I am on H4 visa and doing master(1 year program) from one of the US public university (accrediate university). I completed my 1st semester on H4 and now planning to do change of status from H4 to F1 in last semester (Jan 2014).

 

1. What are the chances to get change of status approve in last semester.

2. How long does it take to get change of status approve. Reason I am asking this incase if it is deny, I can switch from 1 year to 2 year master program and that has to happen by April.

1. No one can predict chances. Depends on documents submitted.

2. 3 to 4 months based on current processing time.

My main worry is that USCIS should not think that why we need F1 if we are about to complete study on H4 though this is last semester.
