You first need to understand that an F-1 visa, unlike an H-1B, is not a dual-intent visa. That means, it's solely a non-immigrant visa that doesn't allow for immigrant intent, so you primarily need to fulfill 2 conditions in order to be given that visa: (1) you should prove that you have enough finances to pay for your studies, living and other expenses in the US, (2) you should prove that you have non-immigrant intent. For the second condition, what you need to show is home ties, to your home country, and/or the country you're applying for the F-1 in. If your home country isn't Jamaica, going there for an F-1 stamping might be a bit of a risk, and it might be better to go to your home country for the stamping instead.
