H1B transfer + COS

Hi,

 
Currently I am working for company A on L1. I applied for H1 and COS through company B. My COS got rejected as i went out of USA during approval process of H1B.
 
Question:
- As my COS is not valid in that case do i need to go for H1B Visa stamping?
- If my H1B visa interview stamping get denied/rejected , in that case does my L1 visa get impacted?
- As I am having H1B approved petition , in that case can other company apply H1B transfer + COS ?? How soon I can get H1B transfer if they apply through Premium Processing.

1. If you want to work for company B on H1B you need to go for visa stamping.

2. No.

3. Yes. Premium processing 15 calendar days.

1) Yes.

2) No (in most cases)

3) Yes.The SLA for premium processing is 15 days.
