7th Year extension and transfer by new employer

My question is with regard to 7th Year Extension and Transfer

 

Is it possible for the New Employer to file for 7th Extension and transfer at the same time based on the PERM filed by old Employer?

 

PERM filed by old employer has been pending for more than 365 days. It is still under processing (audit received and replied). 

 

If it is possible for the new employer to file for extension and transfer, would it require anything in writing from old employer about PERM being under process?

 

If the above is not possible, can the transfer to the new employer be done after 7th year extension by old employer, in such case do we need to have the PERM filed by old employer to be under process/not denied?
