For people with L1A visa, can the employer file the Green Card in EB2 category?

For people with L1A visa, can the employer file the Green Card in EB2 category?

 

Or,  Does it only have to be in EB1 category only - since that is the premise they were first brought to the US on L1 A visa - after proving that they are global executives/managers.

 

Simply put Employers although have brought people here on L1A visas, they might want to file for the Green card alone in EB2 category(Retention policy/obvious reasons).
