H4 visa while H1b is in process

Hi All,

My wife applied for H1 visa in 2008. She got 221g and till today her case is showing as pending.

I am in US and she want to join me on H4 visa.

While filling DS-160 form. One of the questions is -

* "Have you ever been refused a U.S. Visa, been refused admission to the United States, or withdrawn your application for admission at the point of entry? If yes please Explain."

Could you guys share your expertise/experience for the same.

Will her H1b will be consider as reject if her application is still showing as "Request for evidence" or her application is revoked by her employer itself.

HI,

I don't think that it is a visa refusal if the employer has revoked the petition.

I asked the vfs helpline people about a similar situation about a pending 221g. As per their inputs, a case under 221g is not a refusal. It is still under processing.

Please confirm this with a few others' experience too.
