Can I add my mom as a dependent for tax purposes?

I'm on H1-B. Can I consider my mom who visits (B1/B2 visa) and stays with me 6 months every year, a dependent for tax purposes, if she passes the IRS Substantial Presence Test?

 

Anyone had any (good/bad) experience using their FSA / HSA contributions towards visiting parents/relatives?

I believe yes and I think it has to be 183 days to qualify for substantial presence in US.

Actually, she is not allowed to stay with you for 6 months every year.

A visitor has to be abroad more than in the US.

She may end up getting denied entry.
