Under-used H1b options after expiry

I had a H1b which was approved in 2005 and it got expired in 2011. But i have been in the US for just 3 years of the total 6 years of H1b. Can i recapture the unused days on the expired H1b petition? Or can i apply for a H1b without the CAP restriction?

An employer can file a cap exempt H1B petition and you would get 3 years.
