During this time, I intend to keep my H1 on hold. Is it possible to transfer my H1 to another company while I am in the US on H4. Thanks

Once you apply for a COS to H4 and later if you plan to join another employer then the new employer can file a cap exempt H1B petition (COS from H4 to H1B) and on approval you can start to work.

Their is nothing called 'H1 on hold'. Once your COS is approved, your new employer can file for your new H1 but that will be cap exempt.
