PERM as future employment on H4 status

I've completed 6 yrs on H1 and now I've converted to H4 status. If I can find an employer to hire me, can I file PERM as future employment while on H4 and then later when PERM and I-140 is approved, can I get a H1 with new employer and get back to work?

A person who has held H1B status and switches to H4 would generally be eligible to switch back to H1B status if he or she becomes the beneficiary of an approved I-140 petition with a non-current priority date or possibly even with a Labor Certification filed and pending for 365 days or more.
