Which passport office should I get NORI from?

I am from State of Bihar. My expired passport is from Patna and the new passport is from Delhi and both the passports are attached. From which passport office I should get NORI, Patna or Delhi? India CGNY website says

 

On receipt of attested NORI forms from the Consulate, send one original each to the following: The Regional Passport Office in India (where your passport was issued initially); The Home Department of State in India you belong to; The External Scholarship Division, Department of Higher Education, Ministry of Human Resource Development, Second Floor, Wing 6, West Block-1, R K Puram, New Delhi- 110 066.

I think your first passport office from Patna. I got my passport first time form Chennai and recently from SanFrancisco. But I have to get NORI from Chennai. When applied to SanFrancisco consulate for attestation they asked me to get NORI from Chennai passport office. I applied and I got it from chennai.

 

Please check with your consulate one more time.
