Request to grant NORI (No Obligation to Return to India) Certificate

I saw many people are looking the content required to request for NORI. 

Although I didn't finish my waiver process, atleast I can update a part of the steps that I finished successfully. 

Here is the content of the requesting letter for NORI. The address varies from state to state. However, the New Delhi address is the most updated one (as per today, 10/03/2013). I hope this will be helpful.
