H1B extension beyond 9+ years and Clock Reset with new H1 extension on BALCA

Appreciate individual/people in this forum helping actively... 

 

here is my situation

 

Was on H1b 9th year valid till Aug 2013, based on pending I140 and finally got denied on 2012 DEC.

 

On Jan 2013 filed a new PERM, but it got denied and got into BALCA now.

 

Like expected I left US on Aug 2013,  now in India...   awaiting for Jan 2014 for completion of 365 days validity on PERM so can file for 1 year H1B extension in Jan 2014.

 

Here is my question:

 

If my H1B extension for 1 year gets approved in Jan 2014 and if I resist not entering US till Aug 2014, to conclude/demonstrate that outside stay and reenter Sept 2014 ... is it considered that my clock got reset with my reentry?  so that in DEC 2014 if i file for another extension can I get 3 years?
