Post-completion OPT can only be applied for when the person has graduated. Pre-completion OPT is for things like summer internships, or working part time during classes. So, which kind of OPT have you applied for? If you applied for Post-completion OPT, you would have graduated and can certainly NOT use CPT, because CPT is only for work as integral part of the curriculum.
