H1b (new 2013) ammendment timelines non premium mode

Hi,

I have H1B Valid Petition starts from 1st oct 2013 from client A.I haven't gone for staming when i had petition from client A.Now my employer asked me to move to clinet B.I got promotion and my role get changed. I have applied for ammendment for client B after my role change.

 

My doubt is  when can i go for stamping.

 

My employer is saying due to role change in non premium mode it would take 16 to 20 weeks. is it true? Or any chances b4 i could get the status.

 

My employer is saying If there was no role change with WAL i am allowed to go for stamping.

 

Could some one kindly post me reply what are the time lines in non premium mode.
