Promotion held for Labor Certification

Hello Guys,

 

Need your expert advice.

 

I am currently in a H1B visa. I was offered a promotion recently by my boss along with the GC. My employer is going to start the labor certification process for the new position. I have been told by my employer that I can not start working on the new position until we get the Labor certified for the new position. Is that true? Can I start working on the new position or is it true that I have to wait until the Labor Certification is complete. the reason I ask is, it has been more than 18 months since they started the GC process and have not applied for my Labor certification.
