Can someone point to any official note on the change? I am trying to schedule visitor visa for my parents who are residents of north east India. So by default the nearest consulate is in Kolkata. can I schedule an interview at new delhi instead? Please advise? Thanks!

You could call or chat with the agency that facilitates visa appointment in India and confirm this
