B2 Visa - choosing visa Location - State of residence

hi,

I was told by one of my friends that its no longer mandatory to schedule visa appointments near your state of residence. Is it true? Can someone point to any official note on the change? 

 

I am trying to schedule visitor visa for my parents who are residents of north east India. So by default the nearest consulate is in Kolkata. can I schedule an interview at new delhi instead? Please advise?

I also heard so. You could call or chat with the agency that facilitates visa appointment in India and confirm this
