Can I attend H1B first time visa stamping in Australia (Sydney)?

My friend has a situation. 

 

He is currently in Australia on a work assignment. H1B is approved and wants to explore what are his possibilities to get that stamped in Australia?

 

He has a masters from India and no-foreign degree. Any suggestions?

Yes, if he is in Australia on a long term visa or on a work permit he can apply for H1B visa stamping

If he has reason to stay in AUS (i mean work visa) then he can apply for stamping, but

if he is there just for viisit then he will be in trouble. Please wait for other's advices/comments

FYI,

I am currently on OPT & have got my H1 approved. Will be visiting china on a business trip. Have scheduled an appointment for my first H1 stamping in shanghai. Currently working on a EC model ( non IT).
