Urgent advice needed! H4 to F1 but was handed 221(g)

Dear Sir/mam,

 

I went to US on H4 last year and came back to India to get my F-1 visa in July. Unfortunately, I was handed a green 221(g). I have submitted all the necessary documents, however, it has been one month now and the status is still not updated. My University begins on 21 August. Can I travel back on my H4 visa (it has not been cancelled)? Do I need to withdraw my F-1 application to do so?

I think you need to withdraw your F1 application. Consult with a good immigration attorney
