VISA INTERVIEW FOR STUDENT ON F1 STATUS

I just started my second masters on F1 status.  I am planning to apply H1 2014 April and same time i need to go India but my F1 visa was already expired . Please suggest on below questions.

1. My F1 visa stamping done last time at Ireland. Can i go for stamping on student visa in April 2014 (after two semesters)?

2. If Yes, can i attend student visa in Mexico / Canada / any other locations near to USA?

2. Is it ok to go India on F1 visa while H1 application is in process.

(1) Yes, you can.

(2) Yes.

(3) If it is a COS better not to travel as your travel would generate a new I94, different from one that was used to file H1B petition.

You will have 60 days of grace period after your OPT expiration but I think you have stayed beyond that date. Contact an attorney IMMEDIATELY, and I guess you have no option other than leaving US.
