F1 RFE, SEVIS paid evidence

HI , I applied for COS from L1 to F1 on May 25th for summer 2011, got RFE on august 2011 -

1. USCIS adking evidence for SEVIS paid .

2. since the previous I20 lapsed , USCIS asking for new I20 with old sevis number for Sempter fall 2011.

I need to respond before september 15 th .

My concern is , I had no Idea to pay SEVIS fee , my attorney or college didn't advise me to pay SEVIS before applying for COS!!!

my question CAN I PAY NOW ? and submit to USCIS, will they accept it , Do they look at time stamp when I paid it ? do I again get the RFE for this?

Please advise ........
