7 year extension based on pending perm

Here is my situation:
- Currently working for employer A
- H1B with current employer valid till October 20th 2013(can recapture 1 month for staying outside US)
- Employer B has filed PERM on October 23rd 2012
- PERM got audited in March and is pending for final decision.
- I am planning to shift to Employer B in next few weeks.

Question:
 - Can employer B apply for transfer+extension based on pending PERM(365 days is not complete yet but was applied before 365 days of H1 expiry+recapture period)?
 - What are the chances of H1 approval of 1 year extension based on pending PERM?
 - Is it wise to shift as soon as H1 transfer is applied and a reciept number recieved?
