B-1 to H-4 visa status change while in USA

Hi

My spouse entered US on B-1/B-2 visa. I am on H-1B visa, Please let me know if there are any risks of applying for change of visa status for my wife from B-1 to H-4 while staying in US. We came to US with in 5 days of our marriage, she has a valid B-1 visa so we did not apply for H-4 due to lack of time. She has a return ticket to India. Cost wise it turns out to be same if we apply here or in India. So, I would prefer the safe bet rather than take risk.

Please let me know whether it is same that we apply here in US or in India?
