H1B Visa stamping date-How early can we go for stamping

Hi, my wife is currently on L2B visa, our H1B visas got approved in year 2013 in this year's quota. We are travelling back to India on Aug 3 2013 due to project completion. My wife has scheduled her Visa stamping in Hyderabad, India on Sep 5th. My question is

1. Can she go for visa stamping in September 1st week?

2. Can she travel back to USA between September 3rd and 4th week?
