Change of job while H1B app pending due to RFE

I have an H1B pending due to RFE filed by my first employer X. Currently, I am on OPT which expires in Nov 2013. What are my options if:

 

1) I would like to start working for another employer Y. What turn will the H1B process then take? (Is it better to get my H1B approved for X and then transfer it to employer Y?) 

 

2) I am laid-off.

Wait for approval and file transfer. Without approval you cannot file for transfer since this is your initial petition.
