I have been doing some reading today regarding the "last action rule", and it appears that if the effective date (not the approval date) on your H-1B approval notice is before the F-2 approval date, the last action will be the F-2 approval and you will be in F-2 status. In the case of F-2, there is no expedited processing and it's approval could take 2-3 months depending on several variables. If you want to end up with H-1B you would rather arrange your affairs in such a way that the H-1B effective date (again, not the approval date) is after the approval date of your F-2.
