F1 To H4 Change of Status

I came to US on H4, converted to F1 and currently on OPT. I am planning for India trip in Aug. But STEM OPT is still in initial review. Planning to come back to US on H4. Do I need to convert to H4 in US and go for stamping or can I directly go for H4 stamping in India?

Assuming that the principal H1B noncitizen spouse or parent is validly present in the United States maintaining H1B status, an individual does not have to seek COS to H4 status prior to departing the United States to apply for a H-4 visa at a US Consulate or Embassy abroad.

If you return in H4 status, your OPT will end. You need to obtain F1 Visa and return in F1 status.

And you  must comply with entry date restrictions to enter on F1
