Chances of H1 Transfer after I 140 withdrawal

Hi, 

 

I am in 8th year on my H1. Initially I was with company A which filed for GC under EB3.

I got my I 140 approved in 2011 from company A. 

I joined company B in May, 2012 based on the I 140 approval from company A and got 3 year extension which is valid till May 2015. 

I am currently with company B. I have a job offer from company C. I recently checked that my approved I 140 from company A is now withdrawn by company.

What are the chances of getting a successful H1 transfer to company C based of the I 140 approval copy from company A?

 

I know that withdrawal of a I 140 negatively impacts future H1 transfers under AC 21 but at the same time I have seen some cases getting successful 3 year extesions for people in similar situations. I wanted to know what are the chances of approval in this case? 

 

Also what are my options if company B is not willing to file new PERM and I 140?

We have handled cases such as this in the past. So, I know it is possible to obtain the extension, but not necessarily easy.

if entering the receipt number it says "On MMM DD, YYYY, we mailed you a notice that we have approved this I140 IMMIGRANT PETITION FOR ALIEN WORKER." does it mean that the application was not withdrawn?
