NIW application stuck/lost for over 3 years

We applied for EB2-NIW (Through an attorney) in Dec 2009 and recieved an application reciept number

When I log in to USCIS to check status it shows 'Application recieved' till date and nothing has moved further.
My employer has applied for another EB2 for me now and feel its safe to get more information on the first EB2.
Can anyone suggest what is a good recourse to follow.

Should I contact our local senator or talk to USCIS again (We did the latter 2 years ago and was promised a follow up but nothing happened.)

It may be quicker to seek constituent assistance from a Congress person's office.
